Background

Over the coming years, Janssen EMEA will need to manage a significant increase in the number of new products and indications that will be launched, which will require an expansion of our market access capabilities in the EMEA region to ensure we can meet payer needs and bring our life-changing new medicines to patients who need them. Until now, we have managed workload and capability challenges through an extensive and costly reliance on external vendors, who help us prepare tools, dossiers and communication materials that are required to support national reimbursement and pricing decisions. As our portfolio expands, we need a different operating model to deliver high quality, business critical outputs in a more efficient and agile manner. Our vision is to reduce reliance on costly, external vendors and strategically insource a number of critical capabilities, with a vision to drive excellence in reimbursement/HTA, technical writing and model adaptation. To achieve this objective, we urgently need to appoint a highly skilled, innovative and self-reliant leader who can build a business plan for the new function, create a road map that will determine the organizational scale up and subsequently lead the new EMEA HEMAR Centre of Excellence.

Job description:

Reporting to the Vice President of Health Economics, Market Access and Reimbursement (HEMAR) for EMEA, this role will be responsible for establishing and leading a newly created team that will be dedicated to developing regional capabilities in strategically important aspects of our HEMAR business processes. You will be responsible for designing a new operating model with the aim of creating an industry leading team of experts who are fully dedicated to delivering high quality HTA/reimbursement materials that meet the needs of diverse operating companies across the EMEA region. The successful candidate will design this new organization, build a business plan that will layout the funding model, identify the team structure and capabilities and create a roadmap for scaling the team from its creation to full implementation. As well as designing the new organization, it is envisaged that the appointed person will lead the EMEA HEMAR Centre of Excellence through to full maturity. This role gives the successful candidate an excellent opportunity to build a new organization from scratch. In doing so, you will need to be comfortable in a range of different areas, including organizational design, business case creation, development of operating procedures, building capabilities, networking and collaborating. To do this you will need to lead through a clear strategic vision.

In establishing this new team, you will need to listen carefully to and work closely with a range of stakeholders, notably operating company HEMAR leaders, Global Market Access and your peers in the EMEA HEMAR team. Engagement and buy-in to the new way of working must be guaranteed.

The areas that we are looking to build capabilities in are as follows:

  • Experts in HTA who can develop a core set of resources that support operating companies in completing pricing and reimbursement submission processes with minimal duplication, including a core template HTA dossier tailored to specific market archetypes

  • Medical writing capabilities to support the creation and updating of core scientific documents, including modelling technical reports, evidence synthesis reports, peer reviewed manuscripts and conference posters

  • Capabilities in HTA dossier writing, working toward the creation of an internal commissioning model with whom countries can choose to contract with to write full HTA dossiers

  • Economic model country adaptations, led through a central capability

  • Project management to ensure delivery of all materials on time, on budget and of the highest quality

    The role reports into the EMEA VP HEMAR

Key elements of the role are to:

  • Define and articulate a vision for the EMEA HEMAR Centre of Excellence

  • Undertake an extensive listening exercise, engaging carefully with key stakeholders including operating company HEMAR leaders, ESLT, ELT, global market access and EMEA HEMAR leaders to seek their input into the new model and create clear alignment on the objectives and deliverables of the function

  • Create a roadmap to scale the function, including a funding business case. Collaborate with finance, and senior leaders in the region to achieve approval for the plans

  • Identify the required capabilities to build the new team and work with talent acquisition partners to recruit the best talents in the market

  • Establish a robust, high quality operating model including standard operating procedures, service level agreements, contracting mechanisms, role profiles and team structures

  • Work to ensure close strategic alignment with EMEA HEMAR and operating companies on the development and delivery of core tools and materials

  • Build a commissioning model for HTA dossier writing, offering an internal consultancy resource for larger countries

  • Act as a change agent and leader, keeping a high engagement and communication with all key stakeholders

  • Build and lead a high performing team focused on quality and excellence in execution

Qualifications

Required Business & Leadership Experiences

  • Advanced degree in health economics, market access or a related discipline

  • Extensive experience of market access and reimbursement processes in the pharma industry

  • A deep understanding of the needs of HTA processes

  • A strong track record of involvement in analysis, interpretation and publication of scientific results

  • An entrepreneurial mindset and intellectual curiosity. You will have the drive, skills and ambition to create and lead a new organisation

  • A structured and organized individual with a strong results orientation

  • An authentic and influential leader who is adept at working across diverse cultures, and engaging people through change processes

  • Strong influencing, networking and communication skills to create engagement, buy-in and alignment to the new operating model

  • A demonstrated track record of building strong teams and developing people

  • Highly adept strategic thinker, able to think big picture, but with an innate ability to be able to dive into detail where needed
